Add better logic for ignored issues

When doing the katello 3.12 release I found many ignores that were already merged but toolbelt kept picking them up. If we could do better with either the logic on picking them up or have an option to add the issue to the ignore list in the config that way we could submit a pr up to toolbelt instead of doing it manually.
