Put a table of contents / header links on https://code.timvideos.us/summer-of-code/ #22

I wanted to link a student to a specific section of the page a https://code.timvideos.us/summer-of-code/

The headers all have id=step-X---XXXX (IE step-1---finding-a-idea for example) on them, so you can just do https://code.timvideos.us/summer-of-code/#step-1---finding-a-idea and it works fine.

It would be good if there was a table of contents at the top of the page. It would also be good if the page had the little link things GitHub puts on headers when rendered in Markdown or Sphinx puts on headers (see below);

The table of contents might be as simple as described here -> http://www.seanbuscay.com/blog/jekyll-toc-markdown/
