Unactive Waitlist Feature in 8th Period Sign-ups

Feature description

There is a waitlistedActivity variable along with lots of related functions in the intranet/intranet/static/js/eighth/signup.js directory that was discontinued due to performance issues when loading waitlists.

Rationale for adding feature

The waitlist feature would be useful to ensure that spots of eighth periods wouldn't be wasted if people canceled last minute/for eighth periods that are popular among students.

Suggested implementation(s) (if applicable)

• Most of the code is commented out, so you won't start from nothing - just build onto what was coded before so that you can solve the performance issue.
