Attested state has weird thermometer impacts

In this transitory state, if a ship marks it's pledge as fulfilled (the attested state for a trib) it bumps it to the top of the list for Transactions, but removes it from both the pledged and the fulfilled elements of the thermometer.

Expected behavior here is for it to not get removed from the thermometer. Not sure if the best approach is to leave it in pledged until the fulfillment happens, or assume the attestation is accurate and only roll it back of the on-chain transaction never appears? Although if we can really land the plane visually with some cool animations, an interim state could be really snazzy.
