Currently spec mentions "future" pruning feature once:
"pruned via decentralized checkpointing mechanisms (this mechanism will arrive in future versions of the Sidetree protocol"

Reference application has few references to it in their code (related to handling non-existent deltas and chunk files with errors) and these code references are not enough to implement this feature so ...

@troyronda This feature will be implemented when it becomes available in the spec.
