Add a REST endpoint to retrieve ledger configuration. The endpoint should support a query syntax similar to https://github.com/trustbloc/fabric-cli-ext/blob/06138e0c534242f0f26bb735a484fba98a89f474/cmd/ledgerconfig/querycmd/querycmd.go#L29.
