Brief description
Get user emotes returns all broadcaster's emotes twice.

How to reproduce
Call chat/emotes/user endpoint and paginate all results.
Our own emotes are returned twice along various pages.

Expected behavior
They should be returned only once.

Issue is still here after switch from open beta to v1
