Porting Capabilities

We have many capabilities that should be ported from the old bot code.

Some useful ones:

• wildcard/unassign: user activity watcher #7
• Assistive Pricing Plugin #6
• push/check modified base rate on base rate change #8
• command/[start | stop] #9
• command/query: see statistics on a user #10
• command/authorize: set label access to users #11
• Comment metadata command #12

We can break this apart into separate tasks as we get closer to implementation.
