Should we distribute the tests folder so things like blkdev.c and .h reside in the resources of the blockdev device (similar for nic.h).

The problem is that there's a bunch of template code needed for these baremetal tests. I don't think it makes sense to separate everything out. We may want to create a chipyard-tests or peripheral-tests submodule though.
