We need a Lit controller that:

Gets the IP of the user (IP4 and IP6).
Detects if this IP is within the range allocated by UC Davis

I don't have personal experience with it , but looks like ipify meets the needs for step one.

For step 2, ping James to get a current list of UC Davis IP ranges.
