Expand / Collapse buttons in issue report are missing a label

This is an issue raised by Khaled Musa from UMN in the Cidi Labs support portal. I'm passing it on with a patch for the fix.

Expand and collapse button (+ & -)
After you initiate a scan using UDOIT it gives you a list of errors and suggestions.
For each page you can click on the + to expand, and the then the “-“ to collapse the findings for page or category. That button for “+” or “-“ is not labeled for screen reader and currently makes very difficult to know which category is expanded and which is collapsed.
