hisat2-build requires python to run #2

Attempting to run hisat2-build /path/to/genome/ index.name to generate a new index results in the following error:

/usr/bin/env: 'python': No such file or directory

The current dockerfile does not seem to cover the python dependency.

Python was added to the dockerfile.
