Plan first release of xx_gl resources

The first release in gA is special because the team has to decide what books they want in the release.
Releasing English resources with a subset of the books has an impact for downstream GLs:

• tC users will only have access to the released books (those that have had books downloaded previously will still have access, but not new users
• tC Create users will not have access to unreleased books.

Potential Solutions:
Create another English organization (<bad_english>) and put all of the books in a pre-release. This will allow intentional access from tC, but not tC Create.
