As discussed during last week's call, we should drop the machine-readable registry.xml and registry.dtd definitions from the spec.

This PR moves the relevant files and their descriptions under exploration/registry-xml/, and makes spec/registry.md only describe the default function registry.

While putting this together, I also reviewed our goals and deliverables, to ensure that they do not explicitly include any mention of a machine readable function registry or anything similar.
