Creating one language file combining all dialect files

In this file, each dialect should be represented by LGSPEC tags.

(copying here as well) ideally, we would keep the individual dialect files as well. We had a discussion on this with David and Ryan, need to converge to something. The crucial thing is to avoid mixing all dialects and losing the initial information on their names.
