Describe the bug

ToggleSwitch corners are not rounded when switch is on

Steps to reproduce the bug

  1. Go to https://xcgcanary.z27.web.core.windows.net/
  2. Click Basic Input
  3. Click ToggleSwitch
  4. Notice that the Working toggle switch corners are not rounded

Expected behavior

toggle switch corners should be rounded

Actual behavior

toggle switch corners are not rounded

Currently occurs on canary - https://xcgcanary.z27.web.core.windows.net/ - not related to Styles branch
