More flexibility for the tool sections of subdomains

Hi @sanjaysrikakulam and all,

I was thinking that it would be really nice for subdomains to be able to build there own tool sections. So for instance in the subdomain earth system I was able to create those for interactive tools and I wish to add batch tools to these sections to.

Moreover, it would be nice to be able to get a section but with not all the tools in it. For instance the "Get Data" section I want to have it on earth system but I would need only like 5 tools of this section and not all of them so if I was able to select only those I want that would be awesome !!

I think that @yvanlebras @MarkusKonk might be interested by that kind of development too (and probably every subdomains member).
