USWDS-Site - Bug: Container element is empty

Describe the bug

Some roles should contain a an element type for required container roles (ie. list item fall under list). Some do not contain the appropriate role, and this is being flagged a WCAG A issue in Siteimprove. When listening to the endnote issues with JAWS, it sounds how it should sound. However, this is still being flagged. Unsure if this is a false positive.
