Failed to apply high state on Ubuntu 22.04 minion: Salt function service.running returns error "Failed to start transient scope unit"

Steps to reproduce

1. Set high state from the GUI or via recurring action

Uyuni server version: 2024.05-230900.217.1.uyuni3
venv-salt-minion: venv-salt-minion-3006.0-32.1.uyuni

Note that it appears high state does appear to actually work in terms of what is being applied, but Uyuni is seeing a return error.
