Move to Webpack 4 #237

In order to use Vuepress for documentation, we should be on Webpack 4.

This project was based off of https://github.com/vuejs-templates/webpack, which won't be supporting webpack 4 for sometime, according to this comment on the wp4 PR. It's not a straightforward update from wp3 to wp4 either.

We can use the new vue-cli to generate an extremely similar project base, using wp4 and move modV to that.
