We are getting ready to relaunch mybinder.org with a much more stable androbust system. With this it should be very easy to point folks to a URL with a binder for our altair notebooks. I propose we move the notebooks from altair/notebooks into a new repo altair_notebooks and set that repo up as a binder.

OK, repo with updated notebooks is here:

https://github.com/altair-viz/altair_notebooks

And binder works! I still need to remove the notebooks from this repo before I close this issue.
