The base role is what every other system role snapshots to layer their specific installations on top of.
It has a variety of utilities and common tools installed that all roles will need and/or are convenient for the users of the AMI to have around. It is itself build on a snapshot of your foundation AMI.
Generally you will not boot the base up on it's own.
