Provide Separate TSV file for Data Release Bundles

As we are moving from immediate Release after sample uploads to scheduled releases.
It important to provide download separate metadata file with Release bundles on the Data Release Page. This TSV need to come from singularity and need to built at the same time the fasta bundles are created.
(The # of samples on the portal will be different from the # of samples in the release bundle hence corresponding TSV built at the same time is required).
