What does opensWholeDirectory="false" do in the XML file for databases? #19858

If it does what I think it does, can we enable it for ADIOS2?

For some databases, there is no concept of a root file - they expect to open a directory and look for data in files in that directory to assemble the mesh metadata and data.
Users of these type of databases more naturally want to select a directory, not one of the files in it.

Can we turn this on for ADIOS2 so that users don't need to keep making .visit files in order to open their .bp files (which present as directories)?
