Quick Note on double clicks above the tab page bar

When user double clicks above the blank area of the tab page bar, the user triggers the Quick Note feature.

Behaviors on double clicks:

1. If Quick Note is not set, ask the user to setup it in the Settings page.
2. If only one file type is set, create a note in the given file type under given notebook folder.
3. If multiple file types are set, use a quick selector to ask the user about which file type being used.

Settings:

1. The location to a folder, under which the quick note will be created.
2. File type list that is supported for a quick note.

In the future:

1. Support default template for each file type.
