Describe the bug
The main filter on the Recipients tab isn't working as desired. Currently, the filter is a multi-select of all available rounds, where a user can turn on and off specific rounds (and for example, view Round 4 and Round 6, but exclude Round 5).

The desired implementation is that the menu dropdown is single select, but the very first option is to see "All available rounds". Then, a user can filter down per round.

We think that limitation in filtering adds clarity, especially when viewing the aggregate OP number per project.
