Add parameter to icinga to manage icingaweb2 group for the use of icingacli as plugins #49

The plugin icingacli belongs to icinagweb2 and requieres read permissions to the directory /etc/icingaweb2.

Examples:

director health checks
vspheredb checks
businessprocess checks

Use a new parameter (boolean) to manage the group icingaweb2 or not. If icingaweb2 group is managed, add the the icinga user to this group.
