I update the version of webpack to 4.0,how to use webpack4 with vue-cli?

This is outside of the scope of this repository, it's essentially a question about how to update vuejs-templates/webpack to webpack 4.

There's an open PR that does this as well as updating it to vue-loader 15, which may serve as a source of information to OP:
