latest goose broken in go <1.16 #87

Per https://giters.com/pressly/goose/issues/271 the head version of goose no longer supports version go < 1.16

The docker build fails. Upgrading to go 1.16 for the build image seems to cause other problems.

Seems like the minimum change would be to upgrade the build image to golang:1.14-alpine and pin the version of goose to v3.0.1
