Add post-processing step to drop dangling values from CSS extracts

A number of dangling values end up in CSS extracts because the spec lists constructs to which they apply only indirectly and the extraction logic cannot tell that this is the case immediately. Once we have all CSS extracts, it should be easy to drop such dangling values.
