Epic label: E:REST API service node

Summary

Provide an exhaustive REST API on Waku service node to enable developers integrating with any server-side application if ther is no Waku SDK in the language of their choice.

Acceptance Criteria

REST APi is feature equivalent to the c-bindings API.
