If you install TotalSegmentator and the command TotalSegmentator is available, then the command totalseg_set_license should also be available.

If you do not use TotalSegmentator from the command line but within 3d Slicer via the TotalSegmentator extension, then you have to set the license number within the TotalSegmentator Slicer extension. There is a field for that in the extension.

I can use TotalSegmentator, but I can't use totalseg_set_license;

You are using a old totalsegmentator version. You have to update to a recent version.
