All of the quest descriptions need retranslation. The japanese example text above is originally:

艦隊の総合的な練度向上を図る！「総合演習」を継続実施せよ！

Which is roughly:

Improve the fleet's overall proficiency! Continue to carry out "General exercises"!

Those can be found in the kc.po file in entries that have the context mst_quest.xml.
