Replace ulogd dependency by netlink subscribe

The current implementation of NPC relies on ulogd daemon for dropped packet stats. The dependency caused us at least two issues (#2653 and #2732). We could get rid of the daemon by subscribing to NETFILTER_NFLOG via netlink. This would require to implement a new multicast subscriber in vishvananda/netlink.
