If a user inadvertently assigns an IP in the range owned by IPAM (as described in #681), weave could display an informative message.

Having implemented 'claim' in #1159, it would be very simple to use the same mechanism to check each manually-allocated IP address, and thus to implement #598 at the same time.
The real difference is in error handling: 'claim' silently allows an address inside the IPAM range if it can't answer for sure yet, whereas for this issue we want it to warn the user.

The title of this issue asks it to refuse, but the text asks for a warning. What do we think is best?
