Test runs should take less than 24 hours. #108

It appears that Chrome, Firefox, and Edge are returning results in less than 24 hours, but Safari is taking a bit longer. We'd like to try to keep whittling that down.

wptrunner has a concept of chunking to break up tests into groups for faster test times

Closing this as we're not pursuing a single goal for all runners any longer. We should rather set goals like "Safari should run in less than 24 hours", whatever we decide to prioritize.
