This drops the requirement for something Apache-like to be used, and makes us consistent with wpt. See documentation for the wpt stuff.

Some files (css21/cascade-import/cascade-import-002.xht) will have their headers changed until w3c/wptserve#90 is resolved.

Renaming this to clean up the existing .htaccess files, which presumably aren't doing anything.

@foolip They're still relied upon in the CSS build system output.
