[TASK] Cross-chain Functions (Registration, Identity Verification, Slashing)

Overview

We want to define and implement cross-chain functionalities to integrate non-Tangle networks into Tangle software. For example, for the Tangle AVS Blueprint, we want to allow for interaction with both the EigenLayer and Tangle networks - an Operator should be able to interact with both networks easily.

A general task for Cross-Chain Registration exists here. This will further develop said solutions into the Tangle AVS specifically.
