Is it possible to enter copy mode in normal mode when search pattern is populated?

When there is a valid item in the search pattern (CTRL-SHIFT f box), entering copy mode with CTRL-SHIFT x puts you into select mode automatically. This is basically never what I want, though! I've experimented with a bunch of different options but none seem to get you into "normal mode".

It seems like there is some hard override which always forces you into select mode. Maybe I'm holding it wrong here? Thoughts appreciated!
