As per https://whatwg.org/working-mode#anchors could we make https://html.spec.whatwg.org/#same-site a permanent anchor?

We'd like to refer to it from rfc6265bis in the IETF.

Consider it permanent. We'll leave this issue open until whatwg/wattsi#128 is resolved which will allow us to back this decision with code.
