기존에는 갑작스러운 이메일 주소 변경 요청이나 문의에 대한 답변을 위해 비회원에게도 이메일을 발송할 수 있었다.
메일 이력에 이메일 주소를 저장하면 개인정보 관리상 문제가 발생할 수 있으므로 전송된 회원 ID를 저장하도록 변경한다.
또한, 비회원이 아닌 회원에게만 이메일을 보낼 수 있도록 변경한다.
