Detect commitlint.config.js from other than the root folder

Currently, only commitlint.config.js in the root folder, next to package.json are detected, although the command was run from a nested folder with a commitlint.config.js right next to it. In a monorepo scenarios could occur, where only a sub-project contains a commitlint config, but the root does not contain one.
