Replace distutils with setuptools

Python version & source: 3.11

Description of the problem:
In Python 3.10 and 3.11, distutils will be formally marked as deprecated. And in Python 3.12, distutils will no longer be installed by make install or any of the first-party distribution according to pep-0632.

Is there a schedule to replace distutils with setuptools, please? Thanks.
