你在什么场景下需要该功能？

目前xmake-repo中fetch only package在本地测试时无法直接跑

xmake l scripts/test.lua --fetch package

会报错no testable packages on windows! （判断支持与否是用on_install？），要测试只能在别的package中add_deps到这一package，非常不便

希望可以直接测试fetch-only package （例如cuda）
