Ungroup Dependabot Updates

Here it would be a lot of work for someone to go in and verify which update is causing an issue. So I think it might be better if dependabot created separate PRs for each dep update so we could rely on CI to do the heavy lifting in spotting issues. Shouldn't be too much issue to just click merge on a bunch of issues where checks pass, given that we have a merge queue to make sure things work together.
