Design how dependencies should work in Manifest.json #19

Currently, manifest.json must be written in dependency order, from least dependent to most.

What is the best way to deal with dependencies, env across various language repos.
One idea is to include a dependency element inside each (or some) of the JSON artifacts in the manifest.
Maybe look at how Conda works with depencies...
