Locale instead of language is used in resource path when using Zend_Validate

I consider this an inconsistency:

It seems to also have made it into ZF2: https://github.com/zendframework/zend-i18n-resources/tree/master/languages

Any specific reason for this?

Based on the peferred user language we register a validator for Form Validation. However, for users with Portuguese as preferred language (either Locale: pt_BR, pt_PT, pt_AO..., resulting in 'language = pt') this fails, since the file will not exist: resources/languages/pt/Zend_Validate.php.
