Languages/Locale functionality is not implemented here at all, let alone Persian/Farsi language

I'm planning to add locale functionality in the next few days and will upload it in #139

Finished translation, project is uploaded in #139
For Persian translation go to resources/lang/ir and translate file global.php into your language
