[RFC201/205]: EVM-613-Change validator info command

Description

This PR changes the validator-info command that queries validator info from a smart contract, to query it from the root SupernetManager contract instead (since validator info is now saved on rootchain).

Through this PR we will not be fixing tests that use validator-info command. That PR will come later on.

IMPORTANT NOTE: e2e test will fail until we have all the new logic implemented. PR that fixes e2e tests will be the last one in the RFC-201/205 series.

Changes include

• Bugfix (non-breaking change that solves an issue)
• Hotfix (change that solves an urgent issue, and requires immediate attention)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)
