Changes proposed in this pull request:

• New homepage hero content and image
• New tagline and intro content
• Slight bump in baseline font-size
• Minor design changes to make the homepage hero handle longer copy (cc @gemfarmer for SCSS review, cc @ericronne if you have a chance)

The new homepage copy includes some shifts in how we're explaining 18F, including:

• Shifting from the framework of "18F is building" to emphasizing agency ownership of the product, and how we're helping them do their best work.
• Replacing "Delivery is the strategy" with "Building 21st century digital government", to see if it helps users understand what we do more quickly.
• Avoiding as much jargon as possible in our intro copy, and foregrounding our value-proposition: supporting agencies in improving how they deliver on their mission.
• Emphasizing our position within GSA and within government as an asset.
• Connecting our projects to their fundamental goal: helping agencies transform how they work

A few things to note here:

• The FEC teaser only mentions one part of the project, because at this point in the user journey we're trying to help them get a quick, relatively accurate hint of what kinds of work we do, rather than a comprehensive view of a complex engagement.
• Initially, the "Learn more about fec.gov" button will link to the tag archive page for fec.gov. The intention is that we'll link to a project page with more of an intro once we have it (see Visual design: project-tag landing page #1975 and Create project-tag landing pages #1968)
• We shift back and forth a bit between "we" and "18F". This is intentional, because "we" is friendlier, but it's easy to lose track of who "we" is unless we restate the name of our office.

This is not permanent homepage copy. We'll be testing this content in the next two weeks to see what's working and what's not!
